Sir Stuart Etherington, chief executive of the National Council for Voluntary Organisations, has told Baroness Stowell, the new chair of the Charity Commission that “regulation by red top simply does not work”.
Sir Stuart also said he wants recognition that:
“responding primarily based on the 24-hour news agenda or the obsessions of a few social media provocateurs is not the same as plotting a strategic course and sticking to it”
and that
the Charity Commission needs to become clear about where the greatest real risks are - and to prioritise their actions accordingly.
Sir Stuart’s speech also included issues arising from the Commission’s intention to charge some charities for its services.
Furthermore, he revealed that he is seeking a meeting with Peter Riddell, the Commissioner for Public Appointments.
The purpose of this meeting will be to discuss the reformation of the appointment process for the position of chair of the Charity Commission.
The NCVO has repeatedly said: “the appointment process is open to political interference and creates the perception that the regulator is not independent from government" and they have also said that “perceived independence is just as important as actual independence.“
